The digitalization of the Moroccan public sector has become a national priority. The strategic framework: Morocco Digital 2030

The Morocco Digital 2030 strategy, led by the Ministry of Digital Transition and Administrative Reform (MTNRA), sets ambitious objectives:

  • Creation of more than 240,000 jobs in the digital sector by 2030;
  • Improvement of Morocco’s ranking in the UN E-Government Development Index;

In 2023, Morocco had already digitalized more than 600 public services, including 300 for citizens, 200 for businesses, and 100 for the administrations themselves.

The legislative framework: laws accelerating digitalization

The digital transformation of the public sector relies on a consistent legislative framework:

  • Law 55-19 — simplification of administrative procedures and formalities: imposes the dematerialization of processes within 5 years;
  • Law 54-19 — Public Services Charter: establishes a unique user identifier and electronic data exchange between administrations;
  • Law 09-08 — personal data protection: regulates the collection and processing of citizens’ data;
  • Law 43-20 — trust services for electronic transactions: legal framework for electronic signatures and digital documents.

The role of ADD and MTNRA

The Digital Development Agency (ADD), created in 2017, plays a central operational role: technical standards, best practice guidelines, and support for administrations in designing their digital services. The MTNRA coordinates national policy and inter-institutional partnerships. This centralized governance marks a break from the isolated project logic that characterized previous initiatives.

Ongoing challenges

Despite significant progress, several obstacles slow down the transformation:

  • Uneven digital maturity across administrations and territories;
  • Legacy information systems that are difficult to integrate with modern digital platforms;
  • Digital divide among certain segments of the population;
  • Suboptimal usability of some online services, reducing their actual usage;
  • Insufficient interoperability between systems of different administrations.
