Insurance Digitalization in Morocco: Trends & IT Solutions

Digital insurance platform showing policy management dashboard - Morocco InsurTech

Morocco’s insurance market is undergoing a deep digital shift. Driven by regulatory mandates from ACAPS, growing customer expectations, and the rise of InsurTech startups, insurance process digitalization in Morocco has become a strategic imperative. Shared System, which delivered the PREVAS student insurance digitalization project, shares its practical perspective.

The market context: strong growth, digital imperative

The Moroccan insurance market reached nearly 35 billion MAD in premiums in H1 2025 — 7% growth year-on-year. Despite this, penetration remains below potential. ACAPS has made digitalization central to its 2024–2026 strategic plan, launching the “Émergence” program in April 2025 — a structured co-innovation initiative with 7 concrete use cases built by insurers, InsurTech firms, and tech specialists.

Key milestones already in place:

  • 2022 ACAPS instruction on online insurance sales — legal framework for digital distribution;
  • July 2025: RNVA (Référentiel National des Véhicules Assurés) goes live — centralized vehicle insurance registry;
  • 2026: full dematerialization of automobile insurance certificates via QR code.

Five core insurance processes being digitalized

Online subscription and distribution: complete digital sales journeys from quote to signed policy, meeting ACAPS technical and consumer protection requirements.

Digital claims management: e-constat for auto claims is operational. AI and machine learning increasingly used for automated claim assessment and fraud detection — 38% of flagged cases confirmed in at least one fraud scenario by ACAPS algorithms.

KYC and onboarding: digital identity verification, electronic signatures, integration with NARSA, ANAM, and justice ministry registries for paperless onboarding.

Data analytics and BI: RNVA and centralized claims data enable cross-insurer analysis. Insurers deploy BI dashboards for underwriting performance, claims ratio monitoring, and regulatory reporting.

Cybersecurity compliance: Morocco’s law 05-20 imposes cybersecurity obligations on digital operators. 84% of Moroccan organizations cite ransomware as their primary threat. ISO 27001 alignment is increasingly required.

Lessons from the PREVAS project

The insurance sector digital transformation we delivered for PREVAS (student insurance digitalization) highlighted four critical success factors:

  • ACAPS regulatory knowledge baked into the design phase — not retrofitted;
  • UX optimized for users with varying digital literacy levels;
  • Robust API integration with national registries (NARSA, ANAM, RNVA);
  • Security audit before production launch, aligned with law 05-20.

Choosing an IT partner for insurance digitalization

Evaluate potential partners on: sector knowledge of Moroccan insurance regulation, proven local references, integration capability with national registries, security credentials (ISO 27001, law 05-20 alignment), and long-term support capacity.
