Context and challenges
The Caribbean MOU, a regional organization promoting cooperation among Caribbean coastal States in maritime safety, initiated a modernization of its information system to enhance Port State Control (PSC) activities and support inspection officers more effectively.
To meet increasing regulatory requirements and ensure flexibility, scalability, and interoperability, the Caribbean MOU selected Shared System to implement its new Caribbean Maritime Information System (CMIS).
Project objectives
The CMIS project aimed to :
- modernize and streamline PSC inspection management;
- improve operational efficiency for inspection officers;
- strengthen the Caribbean MOU’s autonomy over its information system;
- ensure interoperability with international maritime platforms;
- provide real-time reporting and statistical analysis tools.
Delivered solution
Developed by Shared System, CMIS manages the full PSC inspection lifecycle for foreign vessels calling at ports within the Caribbean region, ensuring compliance with applicable international conventions.
Key features include :
- centralized management of vessels, inspections, and codifications;
- an integrated CIC (Concentrated Inspection Campaign) reporting module;
- support for vessels below 500 GT (without IMO numbers);
- data exchange with GISIS (IMO) and Equasis;
- real-time statistics and reporting based on multiple criteria.
Approach and added value
Shared System adopted a user-centric, flexible, and intuitive approach, redesigning inspection workflows to better support officers’ day-to-day operations. This resulted in :
- optimized inspection processes;
- reduced administrative burden;
- improved user adoption and satisfaction;
- a more efficient and collaborative working environment.
CMIS also enabled the Caribbean MOU to move toward greater autonomy in managing its information system, data, and PSC processes.
